Dr. Alexander G. Flor
DR. Alexander G. Flor is Professor Emeritus of the UP Open University, where he served as Vice Chancellor for Research and Development (2002-04) and Dean, Faculty of Information & Communication Studies (2004-10, 2026-22). Prior to his retirement, he held the rank of Professor 12, was awarded the distinction of UP Scientist III (2015-23), held the One UP Professorial Chair in Knowledge Management (2014-22) as well as the UP SEARCA Inaugural Centennial Professorial Chair (2008). He served as the first Chair of the Commission on Higher Education Technical Committee on Alternative Learning Systems and Member of the Technical Panel for Teacher Education (2010- 2014). He was also the founding Program Manager of the SEAMEO-SEARCA Knowledge Management Program (1998-2002). Dr. Flor has worked with the University of the Philippines since 1976 and has served as technical adviser in eighteen (18) countries under official development assistance missions.
Among the many books he has published are: Sustainable Development as a Continuous Information and Communication Engagement (Springer, 2025); Innovative Strategies and Frameworks in Climate Change Adaptation (IGI Academic Publishers, 2018; Scopus Indexed book), Development and Knowledge Management (SEARCA, 2001); Ethnovideography (SEARCA, 2002); Introduction to Development Communication (UPOU-SEARCA, 2003; translated in Bahasa Indonesia by Prof. Djuara Lubis, IPB); and Environmental Communication (UPOU, 2004; translated in Bahasa Indonesia by Prof. Hafied Cangara.
He was Team Leader for: the SIDA Final Evaluation of the Teacher Training Enhancement and Status of Teachers (Lao PDR, 2010); APEC ICT4E Expo (Cebu, 2010); the IMO-PEMSEA Design and Development of Course Modules on Integrated Coastal Management (Manila, 2007); the ADB Institutional Strengthening of the Southern Provincial Council (Sri Lanka, 1997); and the CIDA Cultural Dimensions of Environmental IEC (Los Baños, 1993). He has been engaged as: Regional Strategic Planning Specialist of the ADB Promoting Partnerships to Accelerate Agricultural Development and Poverty Reduction in the Greater Mekong Subregion (China, Thailand, Viet Nam, Cambodia and Lao PDR); Regional Evaluator of the FAO Impact Evaluation of SPFS Asia Information Management System, (Sri Lanka, Lao PDR, Bangladesh, Indonesia); Regional Planning Specialist for the ADB Sector Study on the Assessment of the Demand for Access to Information and Communication Technology in Rural and Remote Areas (Cambodia, Lao PDR, and Viet Nam); Southeast Asian Regional Adviser for EU INTERSARD Asia; and Regional Adviser for the Southeast Asian Forum for Agricultural Research Knowledge Network. His first international assignment was in Indonesia (1980-81) as Communication/ Nonformal Education Specialist of UNDP-FAO Upper Solo Watershed Management Project through People’s Participationand Income Generation (INS/78/011), the first participatory project of the international civil service.
