Kevin Carl P. Santos

Dr. Kevin Carl P. Santos is a statistician and educational measurement expert currently serving as Director IV of the Bureau of Education Assessment (BEA) at the Department of Education (since September 2024). He is on secondment from the University of the Philippines Diliman, where he serves as an Associate Professor of Educational Research and Evaluation. In DepEd, he also acts as the National Project Manager for two international large-scale assessments: the Programme for International Student Assessment (PISA) and the Southeast Asia Primary Learning Metrics (SEA-PLM), supervising and leading their implementation, analysis, and reporting.

Dr. Santos obtained his PhD, MS, and BS in Statistics from the School of Statistics, UP Diliman. He was a Visiting Research Scholar at the Graduate School of Education in Rutgers, The State University of New Jersey, and a Postdoctoral Fellow at the Faculty of Education, The University of Hong Kong. His research portfolio focuses on item response theory, cognitive diagnosis modeling, and large-scale assessment analysis. In 2015, he became the first Filipino recipient of the Cochran-Hansen Prize from the International Association of Survey Statisticians, awarded for the best paper in survey methods by a young statistician from a developing country. Additionally, he has published in leading high-impact journals in educational measurement such as Psychometrika, Journal of Educational and Behavioral Statistics, and the Journal of Classification.

Previously a Senior Research Fellow at the Assessment, Curriculum and Technology Research Centre (ACTRC), he provided extensive technical assistance for the BEA in improving psychometric methods of national assessments. He was also a consultant for UNICEF, Asian Development Bank, Philippine Statistics Authority, Philippine Statistical Research and Training Institute, and Philippine Institute for Development Studies. He is a Fellow of the Philippine Educational Measurement and Evaluation Association (PEMEA) and a lifetime member of the Philippine Statistical Association Inc. (PSAI).
